Water & Sewer Service

The City of Charleston provides water and sewer service to city residents. The City’s Water Department is responsible for reading water meters, preparation of the utility bills, receipt of the utility bill payments and dealing with customer inquiries. Specific billing information is as follows:

Service Activation –
A $25.00 activation fee will be applied to your first month's bill.  No payment is needed at the time of activation.

Starting and stopping water service is as easy as clicking here to activate. Once we receive your information, all attempts will be made to complete your request on the day specified.

Billing Frequency – Billing will occur each month for all accounts in the City of Charleston.  We do bill a month behind to allow an actual usage charge rather than prorating the usage.

Payment Options include:

Drop Boxes - Items in boxes will be picked up at 8:00 am each morning M-F.  Items placed in boxes after 8:00 am will be picked up on the next business day.

Bank Drafting - forms are available in office or on-line at  www.charlestonillinois.org

Pay Online Now or select "On-Line Payments" under Quick Links on right side of the Home page. On the Login Screen, in the 1st box, you will enter your acct # xxxxxxxxx-xxx, in the 2nd box enter your LAST name, in the 3rd box enter your FULL NAME.

Phone Payment - is 1-844-619-9004.  Account # and amount due are required. 

In-office - Debit/Credit, cash, and checks are accepted. 

Please note, utility accounts are not considered paid until the City has received the payment. Mail postmarks are not taken into consideration when determining when an account has been paid.

Service Fees –

Late Payment Fee:
A 10% penalty fee will be added to the bill if payment is not made on or before the due date. 

Non-payment Service Fee:
A $25.00 service charge will be added to the amount of bill if payment is not received by 8:00 am on the termination date listed on the notice.
